Population Estimates for Official Use

In the 2025 Utah General Legislative Session, the Legislature passed HB379. This bill modified the state code to have locally produced population estimates become the standard source for most applications. These estimates are produced by the Kem C. Gardner Policy Institute under guidance from the Utah Population Committee. Membership of the committee is outlined in statute and includes data experts and providers at the state level. The Utah Population Committee is chaired by the Gardner Institute.

General Guidance

  • New resource – The legislation made estimates produced by the Utah Population Committee the standard source for most cases in the state code. This new data will be released in late spring.
  • City and county involvement – To aid in population estimates, cities should continue to submit their building permits to the entities that request them: Construction Monitor, the Ivory-Boyer Database, and the Census Building Permit Survey. The Gardner Institute staff will reach out to cities directly if there are data issues.
  • Challenge process – During this initial year, there is no challenge process available for the Utah Population Committee estimates. A challenge process will be considered in subsequent years if funded by the Utah Legislature.
