The Gardner Policy Institute receives funding from the Utah Legislature to serve as the demographic team for the state. Major responsibilities include the production of annual county population estimates and long run demographic and economic projections and also coordinating the Utah State Data Center. In 2018, the legislature approved House Bill 151: Utah Population Estimates Production which designates the Utah Population Committee (UPC) as the source for annual population estimates. The legislation specifies that the Gardner Policy Institute will administer and chair the UPC.
